Remulla: PNP budget for IT programs to be restored, additional intel funds to be removed January 22, 2025 Department of the Interior and Local Government (DILG) Secretary Jonvic Remulla on Tuesday said President Ferdinand R. Marcos, Jr. ordered the reversion of the budget of the Information and Technology programs of the Philippine National Police (PNP) and the removal of the additional P500-million intelligence funds of the PNP. This was announced by Secretary Remulla during a press briefing in Malacañang organized by the Presidential Communications Office after his meeting with the President on DILG priority programs this year. The DILG Chief said they found variances in the agency’s line item budgets in the 2025 General Appropriations Act compared to the 2025 National Expenditure Program (NEP) which included budget cuts in the PNP IT program and the inserted P500M intelligence funds of the police force. The PNP IT projects include the Enhancement of the National Police Clearance System; Establishment of the Safe Camp Security System; and the PNP Drug-Related Data Integration and Generation System. Remulla cited PBBM’s veto message which will make the reprogramming of funds possible following the NEP as these “will have corresponding effects on the outputs and the outcomes of the agencies concerned.” “I would like to thank the President for his support for the budget of the DILG. Nakita niya ang rationalization na kailangan as according to the NEP at ang pagtatanggal ng budget na hindi naman kailangan sa hanay ng pulisya, BFP at mga ahensya ng DILG,” he said. He said the freed up funds will be reallocated for the Integrated National 911 Emergency Response System, which will be implemented through a rigorous bidding process in a fully audited system. He said he plans to launch the integrated 911 Emergency Response system by June in the Greater Metro Manila area, Cebu and Mindanao, and in each region every month thereafter.

SaLBa-BIDA Fun Run draws crowd converging for Disaster Preparedness, Anti-Illegal Drugs Campaign

JORDAN, Guimaras – The streets of San Miguel, Jordan, Guimaras came alive as hundreds of people from various Local Government Units (LGUs), National Government Agencies (NGAs), and other sectors gathered for the much-anticipated SaLBa-BIDA Fun Run. This event, held on June 27, 2024, drew participants of all ages, showcasing the community’s enthusiasm for fitness, fun, and commitment to anti-illegal drugs advocacy and disaster preparedness. Starting at the Provincial Capitol, participants raced along the road going to the Guimaras Police Provincial Office in Barangay Alaguisoc and back to the capitol at a distance of about three kilometers. Dubbed as a color fun run, the runners were sprayed with water at the starting area and were splashed with color powder in various points along the route, thereby arriving at the finish line in a rainbow of shades. SaLBa-BIDA is an acronym for Sagipin Lahat para sa Bayan, Buhay Ingatan, Droga’y Ayawan. It is an innovative activity that combines disaster risk management and campaign against drug abuse in Guimaras. The activity is a partnership between DILG Guimaras and the Provincial Government, Sangguniang Kabataan Provincial Federation, Liga ng mga Barangay, and various national government agencies including the Philippine National Police (PNP), Philippine Drug Enforcement Agency (PDEA), Bureau of Fire Protection (BFP), and the Philippine Army (PA). DILG Undersecretary for Local Government Marlo L. Iringan graced the activity as guest speaker. He praised the play of words on the SaLBa-BIDA, noting that “salba” in several languages mean “save”. He emphasized that the fight against illegal drugs is a whole of government undertaking. He further called to support the local and national officials, not only in the war against illegal drugs, but in all programs of the government. DILG VI Assistant Regional Director Maria Calpiza J. Sardua, together with DILG Guimaras Provincial Director Roselyn B. Quintana, Guimaras Police Provincial Office Director PCOL Rhea Santos, Vice Governor Atty. John Edward Gando, Mayor Annabelle Samaniego of Sibunag, LNB President Marcelo Malones Jr., and SK Federation President Hannah Lisa Callejas, were among the notable personalities who attended the activity. Vice Governor John Edward Gando, in his welcome remarks, assured those present that the Sangguniang Panlalawigan (SP) is very supportive of the anti-drug campaign. He cited the issuance of an SP ordinance mandating for random drug testing and penalizing provincial government employees found to be positive of drugs. He added that the ordinance had been replicated in the municipalities. Further, he recognized that, while the forthcoming construction of the Panay-Guimaras-Negros bridge could bring economic opportunities, it can also introduce the risk of rising drug abuse incidents in the island province. With this, he said that the Sangguniang Panlalawigan is ready to provide the necessary support for the enforcement of anti-illegal drug laws in Guimaras. From young participants to barangay and local officials, to personnel of national government agencies, the event was a testament to the strong commitment of the Guimaras Province in Anti-Illegal Drug Campaign and Disaster Preparedness. This was strengthened by the signing of the Pledge of Commitment during the program.//

eLGU System launch in Visayas region

Recognizing that digital transformation of government will result in more efficient, faster service delivery, and transparency, President Ferdinand R. Marcos, Jr. instituted the creation of a single operating system for all government transactions to ensure ease of doing business in the country. Pursuant to the directive of the President to ensure 100% compliance with automation, the Department of the Interior and Local Government (DILG), in collaboration with the Department of Information Communication Technology (DICT) and Anti-Red Tape Act (ARTA) Authority roll out the Electronic Local Government Unit (eLGU) System in all target cities and municipalities through an eLGU Island-wide Caravan. In Visayas, Region 6 was identified as the host region in launching eLGU System on June 26, 2024 at the Diversion 21 Hotel, Iloilo City. More than 300 participants attended the second island-wide eLGU caravan for the entire Philippines involving delegates from the National and Regional DILG, ARTA, and DICT, LGU participants from regions 6, 7, and 8, exhibitors, and guests. Ten mayors from Visayas regions led the ceremonial activation of the eLGU System which will ramp up how LGUs regulate businesses and deliver services to their constituents. This was followed by the signing of the Pledge of Commitment of the present local chief executives and top agency executives. Appreciation of the eLGU system was set in the afternoon session of the activity. Top officials of the DILG, DICT and ARTA graced the event with their presence namely Mario L. Iringan, Undersecretary for Local Government and Anna Liza F. Bonagua, Director of the Bureau of Local Government Development (BLGD) representing the DILG Central Office and Regional Director Juan Jovian E. Ingeniero led the representatives of DILG Region 6. Representatives of DICT and ARTA were led by Undersecretary David L. Almirol, Jr. and Secretary Ernesto V. Perez, respectively. In his message, RD Ingeniero mentioned a brief explanation about the eLGU System, “Central to the initiative, eGOV PH Super App, the eLGU System is a robust platform facilitating comprehensive local government services, from tax processing and licensing to information dissemination. Today, we convene and affirm our commitment to advance service automation through the eLGU System,” Ingeniero said. Automation is a key pillar foreseen to uphold the LGU excellence by achieving 100% of cities and municipalities with automated services for business permits and licenses in 2028. Usec. Iringan expressed his confidence that the local chief executives and functionaries can make a possible full automation of the LGU transactions and services, thereby, surpass the 89th rank from the E-Government Development Index. “The move for streamlining and digitizing LGU services has gained significant impact over the last few years. For instance, the collection of local business taxes, fees and charges increased from only P80-billion in 2018 to a staggering P208-billion in 2022 – an increase of 400% from 2018 to 2022,” said Iringan. “The number of registered businesses also expanded from 1.5-million in 2018 to 4.4-million by 2022,’’ He added. Appreciation of the eLGU System was the activity in the afternoon which started with an in-depth presentation of Mr. AM O. Salipot of the DICT on the features of the eLGU system. Participating LGUs and officials from Western Visayas, Central Visayas, and Eastern Visayas aired their queries and insights during the open forum and the LGU e-readiness survey followed. Highlighting the positive impact of collaboration among government agencies and offices, Director Anna Liza F. Bonagua of the Bureau of Local Government Development (BLGD) summed up the conference by discussing the strategic plans and activities geared towards the fulfillment of the eLGU initiative.//
