Hinikayat ni Department of the Interior and Local Government (DILG) Secretary Benjamin ‘Benhur’ Abalos, Jr. ang mga local government unit (LGUs) na suportahan ang Konsultasyong Sulit at Tama (Konsulta) Program na naglalayong pataasin ang kalidad at maghatid ng health services at preventive health care sa mas nakararaming Pilipino. “Ang serbisyong pangkalusugan ay isa sa top priorities ng ating pamahalaan and we look at our LGUs to ensure that health services are well implemented in the grassroots. Malayo na ang ating narating at nalagpasan. Now, the benchmark objective is to ensure that these services and facilities are made affordable and accessible for everyone at malaking tulong dito ang Konsulta Program,” pahayag ng Kalihim. Ang Konsulta Program ay isang primary care benefit package na nagkakaloob ng konsultasyon, health screening at assessment, laboratory tests, gayundin ang gamot at medikasyon na pinangungunahan ng Office of the President sa pamamagitan ni First Lady Marie Louise “Liza” A. Marcos. Ayon kay Abalos, maaaring maging authorized na provider ng Konsulta Program ang mga health units at pasilidad na pinatatakbo ng LGUs kaya ito ay isang magandang pagkakataon na maiparating ang serbisyo ng nasabing programa sa kanilang mga nasasaskupan. “We hope that the LGUs will take advantage of the health services provisions of the Konsulta Program for their kababayans.” Sa pamamagitan ng DILG Memorandum Circular 2023-049 na inilabas ng Kagawaran, hinimok ni Abalos ang mga LGU na palawigin ang sakop ng programa sa pamamagitan ng pag-aalok ng Konsulta packages sa kanilang mga nasasakupan na miyembro na ng PhilHealth. Dagdag ni Abalos, “Kumpleto na po ang mga packages na ito, at ang kagandahan dito ay ang focus sa early detection ng mga sakit. Each package covers routine consultations, health risks screenings, laboratory tests and assessments, and access to common maintenance drugs and medicines.” Inaatasan din niya ang mga local health experts at practitioners na siyasatin ang mga local health facilities na kasalukuyang ginagamit upang makita at malaman kung pasado ba ang mga ito sa mga pamantayan ng PhilHealth at ng Department of Health (DOH). Maaari din, ani Abalos, na magsagawa ng Information, Education, and Communication (IEC) campaigns ang pamahalaang lokal na naglalayong ipaalam sa publiko ang mga benepisyo na kanilang matatanggap mula sa programang ito ng pambansang gobyerno. Kinilala din ni Abalos ang pamumuno ng Office of the President (OP) at ng First Lady at ang kanilang patuloy na suporta sa paggabay sa programa at implementasyon nito. “Ang Konsulta program ay patunay lamang na ang kapakanan at kagalingan ng mga mamamayang Pilipino, lalo na ng mahihirap, ay laging nasa puso at isipin ng ating Pangulo pati na rin ng ating First Lady,” aniya. Target ng PhilHealth na umabot sa 4 na milyong miyembro ang magparehistro sa pangalawang taon ng Konsulta program, kasabay ng pagpapatayo ng mas marami pang accredited health facilities sa bawat rehiyon. ###

MALAY, AKLAN – The DILG Region VI hosted the Workshop on the Enhancement of the Support to the Barangay Development Program (SBDP) Monitoring and Evaluation Guidelines facilitated by the Localization of EO70 Project Management Office (LEO70 PMO) on March 28 – 31, 2023. This was attended by PDMU Chiefs and engineers from various regions as well as partners from the Support to Local Governance Program (SLGP). Rene V. Valera, Office of the Project Development Service Assistant Director and concurrent head of the LEO70 PMO, set the background and direction of the activity after the participants were welcomed by the Provincial Director of Aklan, Dino A. Ponsaran, CESE. The four-day activity was designed to craft the enhanced SBDP guidelines and to define the roles of the different operating units of the Department on the monitoring and evaluation of SBDP projects. Additionally, a refresher on the functionality of the SubayBAYAN portal and RPMES were provided respectively by LGOO VII Cheryl C. Agustin-Flores, OPDS-PMED Division Chief, and Engr. Mohammad Nabel G. Noroden, Project Evaluation Officer IV of LEO70. DILG 3 Regional Director Atty. Anthony C. Nuyda, CESO III presented the SBDP implementation practices of his region, while Development Management Officer III Judenn L. Mascareñas gave updates for MIMAROPA. Further, Alicia C. Manuel, SLGP PMO Supervising Administrative Officer, gave an in-depth lecture on Monitoring and Evaluation. Consequent to the various presentations and discussions, Project Development Officer IV Renard C. Torrecampo of the LEO70 PMO and Program Manager I Glenn Q. Miranda of the SLGP led the following focus group discussions: Developing the SBDP Monitoring and Evaluation Framework Improving the Assignment of Roles and Responsibilities Revisiting the SBDP Monitoring and Evaluation Tools Closing the Loop Process for Third Party Monitoring (TPM) Representatives from the various regions presented their outputs, which will form part of the enhanced SBDP Monitoring and Evaluation Guidelines. #

The Philippine government has assured the United Nation Commission on the Status of Women (UN-CSW) of the Philippine government’s strong resolve in countering key gender issues particularly the huge gender digital divide in the country. “The Philippines faces many challenges in providing fast and reliable internet connectivity. Yet, we have successfully leveraged technology to benefit women and girls and prevent online gender-based violence especially in the context of the pandemic,” Department of the Interior and Local Government (DILG) Undersecretary Margarita N. Gutierrez said in her speech at the 67th Session of the UN-CSW at the UN Headquarters in New York, USA. Gutierrez underscored that the Philippines has been taking significant strides in promoting women and girls’ rights in the face of innovation and information and communication technology. Among these, she said, is the country’s full support in the adaption of the digital economy in women-dominated industries particularly in micro, small, and medium enterprises (MSMEs) through the digital transformation toolkit that determines readiness and provides specialized training programs such as the Small Enterprise Technology Upgrading Program. She added that the National Innovation Council, through the Innovation Fund, provides grants for enterprises developing innovative solutions, including those led by women. She said there are also 2,000 Technology for Economic Development Centers nationwide that promote digital literacy and bring online learning and government services closer to the public, and have benefited women, out-of-school youth, and senior citizens. The Philippines, according to the Undersecretary, also champions the Registry System for Basic Sectors in Agriculture for industry workers to avail of government services which already signed up 43 percent or 6.65 million women as of January 2023. She added that the Philippine government targets to reach 10 million by the end of the year. In the same engagement, Gutierrez likewise expressed the country’s support for the recommendations from the Asia-Pacific region to ensure meaningful connectivity to close the gender digital divide; to foster inclusive education in the digital age and promote women and girls’ participation and leadership in STEM education and careers; to implement policies for inclusive digitalization; and to address forms of virtual and non-virtual gender-based violence (GBV) and discrimination. “By 2025, the country’s Science Education Institute will pioneer a gender-responsive STEM education that will apply a gender perspective in administration of scholarships, advancing specialized trainings, and intensifying programs to provide equal opportunities for women and men,” she explained. Protection of women and girls Gutierrez, who is also the Department’s Chair of the Gender and Development (GAD) Focal Point System (GFPS) Executive Committee, said that the country has been following through on its commitment to craft policies and measures to protect women and girls against GBV. She said two landmark laws – the Safe Spaces Act and Anti-Online Sexual Abuse or Exploitation of Children and Anti-Child Sexual Abuse or Exploitation Materials Act – are passed and with the existing law on violence against women now being strengthened to continuously tackle emerging challenges that go with the provision of Internet access nationwide. “The Philippines also aims to examine the impact of the Anti-Violence Against Women and Their Children Act in addressing trends and emerging forms of violence amid digitalization,” Gutierrez said. She likewise mentioned E-lawyering and e-reporting to the Gender Ombud launched by the Commission on Human Rights to process complaints and provide legal assistance as criminals shifted their operations online and the Integrated Electronic Case Management System which provides efficient services to Filipinos, especially migrant workers and victims of GBV. She added that the GBV National Database and Reporting System was also developed for cases that may go unreported during the pandemic. ###

Hinikayat ni Department of the Interior and Local Government (DILG) Secretary Benjamin “Benhur” C. Abalos, Jr. ang Philippine National Police (PNP) na ipagpatuloy ang tagumpay sa paglaban sa kriminalidad matapos magtala ng 16 percent na pagbaba ng index crimes sa bansa sa unang tatlong buwan ng taon kumpara sa nakaraang taon. “I commend the whole PNP force under the able leadership of PNP Chief Police General Rodolfo Azurin, Jr. for persistently working to fight crimes and their perpetrators in fulfillment of their sworn duty to protect the people and the country. The challenge now is to be steady and consistent against index crimes,” ani Abalos. “Hindi po matatawaran ang inyong dedikasyon sa pagganap ng inyong tungkulin para pangalagaan ang kapakanan ng mga mamamayan. And now, we are reaping the fruits of your labor. Sana po ay magtuloy-tuloy ito,” dagdag niya. Ilan sa mga kabilang sa index crimes ayon sa PNP ang pagpatay o murder, homicide, physical injury, panggagahasa, pagnanakaw, kasama din ang pagnanakaw ng motorsiklo at mga sasakyan. Ayon kay Abalos, 7,865 index crimes ang naiulat mula Enero 1 hanggang Marso 25, 2023 na mas mababa kumpara sa naitala sa kaparehas na mga buwan noong 2022 na 9,375 na mga insidente ng krimen. Batay sa pinakahuling datos ng PNP, aniya, bumaba ng 41.46 percent ang kaso ng carnapping (motor vehicle) mula 82 hanggang 48; 32.94 percent mula 1,339 sa 898 na kaso ng physical injury;  panggagahasa ng 29.33 percent mula 2,254 sa 1,593;  at carnapping (motorcycle) ng 10.20 percent mula 441 ay naging 396. Bumaba din ang kaso ng theft sa 2,647; robbery sa 1,080; murder sa 920; at homicide sa 229. “Ito ay patunay na hindi tumitigil ang ating kapulisan sa pagtupad ng kanilang mga sinumpaang tungkulin na labanan ang anumang karahasan sa ating bansa. This is a testament of the PNP’s commitment to the people,” dagdag niya. Kabilang aniya sa mga dahilan nang pagbaba ng index crimes ang pagpapaigting ng police visibility sa bansa lalo na sa mga lugar na madalas pangyarihan ng krimen at kampanya laban sa loose firearms kung saan 1,993 na ang nadakip habang 6,726 na armas na ang nasabat. Ibinahagi din ni PNP Public Information Office (PIO) Chief Col. Redrico Maranan na patuloy ang pagbaba ng mga krimen sa bansa hindi lamang dahil sa kapulisan ngunit dahil sa pagtutulungan ng iba’t ibang sektor ng lipunan sa ilalim ng “revitalized” na programa ng PNP na KASIMBAYANAN o “Kapulisan, Simbahan, at Pamayanan” na pagkakaisa ng publiko at ng mga sektor upang mapatupad at mas mapaigting ang kapayapaan at kaayusan sa bansa. Dagdag pa ni Maranan, gumagamit ng iba’t ibang istratehiya ang kapulisan upang tugunan at labanan ang index crimes sa bansa. Bukod sa pagbaba ng kaso ng index crimes, mas pinapaigting din ng kapulisan ang panghuhuli sa wanted persons at ang kampanya laban sa iligal na droga at firearms. Ayon sa ulat ng PNP, mula Enero 1 hanggang Marso 24 ngayong taon, 17,418 ang nahuli mula sa “intensified pursuit” ng kapulisan sa wanted persons. Nakasamsam din ng P1.36-bilyon ng iligal na droga at nakapagsampa ng 14,481 na kaso sa mga naarestong drug offenders habang 1,993 katao naman ang naaresto at 6,726 firearms ang nasabat sa parehong panahon. “Nagpapasalamat ako sa PNP sa pangangalaga ng kaligtasan ng bawat mamamayan. Patuloy tayong magsusumikap upang mabawasan ang kahit anong krimen at tuldukan ang paglaganap ng iligal na droga sa bansa,” ani Abalos.###

Pinaalalahanan ni Department of the Interior and Local Government (DILG) Secretary Benjamin Abalos Jr. ang mga pamahalaang lokal na tiyaking naibibigay sa mga senior citizen ang lahat ng mga benepisyong inilaan sa kanila alinsunod sa batas. “Nagampanan na ng ating mga senior citizen ang kanilang mga tungkulin bilang mga mamamayan ng bansa. Ngayong matatanda na sila, ibalik naman natin sa kanila ang mga benepisyo na binibigay ng batas para maramdaman nila na mahalaga silang kasapi ng lipunan,” ani Abalos. Sinabi ni Abalos na ayon sa Republic Act (RA) 7432 o Senior Citizens Act na inamyendahan ng RA 9257 at RA 9994 o ang Expanded Senior Citizens Act, nararapat bigyan ng mga kaukulang tulong ng gobyerno ang mga senior citizen para sa trabaho, edukasyon, kalusugan, serbisyong panlipunan, pabahay, pampublikong sasakyan, pati na mga karagdagang tulong kagaya ng social pension at mandatory Philhealth coverage. Aniya, malinaw sa batas na bibigyan ang mga senior citizens ng 20% na diskwento o exemption mula sa value added tax para sa goods and services tulad ng gamot, influenza at pneumococcal vaccines, professional fees ng mga doktor sa mga ospital at iba pang medical facilities at medical and dental services ayon sa mga patakaran ng Department of Health (DOH) at Philippine Health Insurance Corporation (PhilHealth). May kaukulang 20% diskwento rin sa pamasahe para sa mga pampublikong sasakyan maging sa mga eroplano at barko, bayad sa mga sine, concert at iba pa, at funeral and burial services para sa namatay na senior citizen. Dagdag ni Abalos, mayroon ding karagdagang 5% diskuwento ang mga senior citizens sa bayarin sa kuryente at tubig, basta ang mga ito ay nakapangalan sa kanila at ‘di lalampas sa 100 kilowatt hours ng kuryente at 30 cubic meters naman sa tubig ang nakunsumo. Nilinaw rin niya na ayon sa batas, kailangan lamang magpresenta ang mga senior citizens ng alin man sa mga sumusunod para matanggap ang mga benepisyo at pribilehiyo ayon sa batas — identification card mula sa Office of the Senior Citizens Affairs, passport, o iba pang dokumento na nagpapakita na siya ay 60 anyos pataas na. Sa kanyang Memorandum Circular 2023-045, sinabi ni Abalos kung sakaling magbibigay ng additional benefits ang mga LGU sa mga senior citizen sa kanilang sinasakupan, hindi kinakailangang humingi pa ng additional requirements bilang patunay na sila ay residente ng local government unit (LGU) bukod sa alin man sa sumusunod: barangay certification, contract of lease, proof of billing o valid government ID. “Hindi rin kailangang rehistradong botante ang senior citizens bago siya makatanggap ng benepisyo na ibibigay ng LGUs. Hindi po requirement iyon,” aniya. Iba pang benepisyo at pribilehiyo Maliban sa mga discount, sinabi din ni Abalos na exempted din sa pagbabayad ng buwis ang mga senior citizens na minimum wage earners ayon sa RA 9504. Sa mga pangangailangan ng kalusugan, pinaalalahan din ni Abalos ang mga pamahalaang lokal na bigyan ang mga senior citizen ng libreng serbisyo sa kalusugan at ngipin, at laboratories sa lahat ng mga pampublikong pasilidad ayon na rin sa mga patakaran ng DOH at PhilHealth. Ang mga indigent na senior citizen ay may libre ring bakuna laban sa trangkaso at pneumonia. “Tutulong ang DILG at ang mga pamahalaang lokal para masiguro na tuloy-tuloy ang mga mga benepisyo at pribilehiyong ipinagkakaloob ng Government Service Insurance System (GSIS), Social Security System (SSS) at Pag-IBIG sa mga nagtatrabaho pang mga senior citizen hanggang kaya pa ng pondo ng gobyerno,” saad ni Abalos. Sa mga senior citizen naman na nais ipagpatuloy ang kanilang pag-aaral, maaari rin silang bigyan ng tulong edukasyon para sa mga kursong bokasyunal o panandaliang kurso sa pamamagitan ng pagbibigay ng scholarship, grant, tulong pinansiyal, subsidy at iba pang mga insentibo tulad ng tulong pambili ng libro, mga materyales sa pag-aaral, at uniporme basta pasado ang senior citizen sa mga kinakailangan sa pagpasok. Upang mapagaan ang kanilang pang-araw-araw na buhay, sinabi rin ni Abalos na kailangang siguruhin ng mga LGU na magtalaga ng express lanes para sa mga senior citizen sa mga pribado at pampublikong establisimyento, at kung wala nito, bibigyan sila ng prayoridad sa serbisyo. ###

Seventy-nine (79) local government units were awarded for their “highly-functional” anti-drug abuse councils (ADACs) which was conferred during the awarding ceremony held on January 31, 2023 at the Diversion 21 Hotel, Iloilo City. The ADACs garnered a rating of more than 90 points in the performance audit as far as implementation, monitoring, and evaluation of anti-illegal drug activities is concerned. LGUs that did not make it on the list have only received a moderate rating but still considered functioning. “LGUs’ efforts in revitalizing and strengthening the ADACs and the endeavors of the various National Government Agencies in heightening the advocacy against illegal drugs have led us to where we are today – reaping the fruits of our hard work,” said RD Ingeniero in his message during the awarding ceremony. The awarding ceremony is a testament of being on the right track in realizing the current administration’s priorities to continue the campaign against illegal drugs. This year 2023, recognition is given to the best performing, most effective, and outstanding local ADACs for the audit year 2021 and call for the support of local government units, partner government agencies, local stakeholders, and organizations to effectively advocate drug demand reduction to all sectors of the community and to continue to aim toward achieving accountable, transparent, and participatory governance in Western Visayas. As early as 1998, the DILG encouraged LGUs to organize their respective ADACs to be responsible for the formulation of plans and implementation of local anti-drug abuse programs, projects and activities. On the other hand, the ADAC Performance Audit is done to assess the functionality and effectiveness of local ADACs based on existing issuances and policies.

Hinikayat ng Department of the Interior and Local Government (DILG) ang 350 pamahalaang lokal na ginawaran ng 2022 Seal of Good Local Governance (SGLG) Award na gamitin ang kanilang incentive fund subsidy sa mga “high-impact” na proyekto sa kanilang lokalidad. Ayon kay DILG Secretary Benjamin ‘Benhur’ Abalos, Jr., ang 18 lalawigan, 60 lungsod 272 munisipalidad ay may pagkakataong magamit ang kanilang natanggap na incentive fund dahil sa pagkapanalo sa SGLG 2022 para sa mga proyektong malaki ang maitutulong sa kanilang mga nasasakupan. “We urge you to use this fund to affect positive change through high impact projects within your jurisdiction.  Gamitin n’yo ang pondong ito para mas mapagbuti pa ang paghahatid ng serbisyo sa ating mga kababayan at gawing maunlad ang inyong mga lugar,” dagdag pa niya. Ang SGLG incentive fund ay itinatatag sa pamamagitan ng Republic Act 11292 o SGLG Act of 2019 na naglalayong pagtugmain ang mga hakbangin ng lokal na pamahalaan sa pambansang adyenda sa pag-unlad. Pinaalalahanan ni Abalos ang mga LGU sa pamamagitan ng DILG Memorandum Circular No. 2023-019 na maaari lamang gamitin ang SGLG incentive fund sa mga proyektong sumusuporta sa mga sumusunod: good fiscal administration; disaster preparedness; social protection and sensitivity program; health; education; peace and order and public safety; at business friendliness and competitiveness. Dagdag pa niya na ipinagbabawal ang paggamit ng nasabing pondo para sa mga proyekto sa pagsasanay, pagpopondo ng micro credits at loans, administrative at travelling expenses, pagbili ng administrative office equipment, lote, at pagbili, pagpapanatili o pagkumpuni ng motor vehicle na hindi ginagamit para sa gawain ng SGLG. “Maaari nilang magamit ang pondong ito para sa buong taon ngunit kinakailangan na bago at buo at walang kapareho sa ibang ahensiya ang proyektong paglalaanan nito. Lahat ng proyekto ay dapat makumpleto at ma-liquidate sa loob ng 12 buwan matapos matanggap ang Notice to Implement mula sa DILG Regional Office,” ani Abalos. Pinaalalahanan niya rin ang mga LGU na sumunod sa probisyon ng pagbabawal ng paglalagay ng pangalan, larawan, pagkakahawig ng opisyal sa mga proyekto ng gobyerno. “Huwag po nating samantalahin ang mga proyekto ng gobyerno at gamitin ito para sa pansariling kapakinabangan. Tayo ay nagsisilbi para sa taumbayan at hindi nila utang na loob na magbigay tayo ng magagandang proyekto at serbisyo dahil ito ay ating trabaho,” sabi ni Abalos. To heighten awareness, promote health and wellness, and encourage multi-sectoral participation, the DILG Region VI relaunched the “Buhay Ingatan, Droga’y Ayawan Program (BIDA)” on February 1, 2023 at the Diversion 21 Hotel, Iloilo City. This was a follow-up activity to the BIDA grand launching on November 26 last year. Victorias City Mayor Javier Miguel L. Benitez as the BIDA Ambassador, gave his statement of support. This was followed by the signing of unity statement and commitment by the local chief executives, head of partner government agencies, local stakeholders and organizations as a way of expressing support to the year-round advocacy program which aims to raise awareness and encourage participation from all sectors of the community in drug demand reduction. In his message, Mayor Benitez explained that the support of the community is very important to lessen the opportunity for people to get involved in illegal drugs. “The war on illegal drugs is not that easy but we need to fight against it. We cannot remain an audience to this battle because in this war, we are all victims and casualties. We must take up something to arm ourselves against the evil this enemy is spreading,” Mayor Benitez said. BIDA program aims to reduce drug demand through empowering communities, engaging them in anti-illegal drug activities, raising public awareness on the ill-effects of drugs to reduce drug proliferation and destigmatize drug addiction at the community level. The event then culminated with a song and dance number of all participants donning their BIDA t-shirts.###
